How to develope web applications in regional language with the help of google code ?

I am new to computer programming. I am interested to making web applications in tamil language. I am choosing google code or other open sources as resource for me. Any one help to me how to develop it...

1. You can use Open source Technologies PHP 5.0, MYSSQL. for regional language you can use good code and google language translator you can set in your back-end.
2. web application - can you elaborate more on the expectation with an example ( can be a english application) With Unicode you may create webpages , websites in regional languages..
